WETUMPKA, AL โ€“The Elmore County Economic Development Authority (ECEDA) has been working with the Public Affairs

Research Council of Alabama (PARCA) to quantify the economic impact of quality of life project investments made throughout

Elmore County. While individual events have been being analyzed at many of the venues in Elmore County, a focused review

of 17 Springs has been produced to give partners and citizens the overall economic impact of the collective assortment of

opportunities available on the site.

The 17 Springs Cooperative Board, made up of representatives of the City of Millbrook, Elmore County Commission, Elmore

County Board of Education, YMCA of Greater Montgomery, and ECEDA, opened the second phase of 17 Springs in February

of 2025 and have hosted a varied mix of events since the grand opening.

YMCA of Greater Montgomery CEO AJ Hernandez stated โ€œ While the fields and courts in our first phase stayed busy, the

opening of the entire complex has been well received by the community. The number and types of events that can be held at

17 Springs are truly a great asset to the YMCA and the residents of Elmore County and the River Region.โ€

โ€œThe impact that 17 Springs has had on the Board of Education has been tremendous for our students. Some may think that

sports are the only benefactors, but there are so many other ways 17 Springs has already had a positive impact on the offerings

our students will have access to not only in the Millbrook area, but across our county,โ€ said David Jones, Board President for

the Elmore County Board of Education.

PARCAโ€™s analysis shows that the combined effect of ongoing operations, visitor spending, and the Marketplace commercial

development at 17 Springs will generate an estimated $166 Million per year in annual economic activity. This ripple effect

throughout the community will touch the lodging, service, dining, and shopping industries while providing many opportunities for

our citizens to improve their well-being. The complex will see an estimated 419,000 visitors per year traveling in from over 25

states.

โ€œOnce the Marketplace at 17 Springs is fully operational, visitors and our citizens will be able to shop, dine, and stay on the

property while enjoying the various events that will be held year round at 17 Springs. The City is looking forward to seeing

completion of the Marketplace buildout and having all these new amenities ready for useโ€ explained Millbrook Mayor Al Kelley.

โ€œ17 Springs has been a long term project that has seen years of planning and construction now transitioning into utilization and

full buildout. The catalyst effect this project has had on other areas of the county has been tremendous and will allow for

continued investment for our citizens in the future. This project has redefined how partnerships can be leveraged to develop

assets for our residentsโ€ stated ECEDA Chairman Art Faulkner. โ€œThe Economic Impact Study of 17 Springs is a precursor to

one for all of the Quality of Life Improvements throughout Elmore County. ECEDA will continue to evaluate the return on

investments for our partners and citizens. This study is proof that the investments made to this point are definitely having positive

impacts for our citizens and our future.โ€
